The Destin Dome natural gas field is one of the largest fields in the Gulf of Mexico. The Destin Dome field lies 25 miles off the shores of Pensacola, Florida and is believed to hold 2.6 Trillion cubic feet of natural gas or enough natural gas to supply a million Florida residents for over 30 years.

History - Chevron acquired the leases in 1984 during the Reagan Administration, but Reagan was out of office before the field could be developed. After taking office President Bush (#41) imposed a moratorium on leasing oil and gas fields off most of the Florida coast. The initial discovery occurred in 1987 and in accordance with the Coastal Zone Management Act, Chevron submitted an Exploration plan to the U.S. Minerals Management Service and the state of Florida seeking approval to proceed. The plan was rejected by Florida, however the U.S. Commerce Department over-ruled the denial. After additional exploratory drilling to delineate the leases, Chevron submitted a Development plan in 1996 and Florida rejected it. The Commerce Department now under the Clinton Administration would not act until the EPA acted on the clean air permits. The EPA referred it back to the Commerce Department and there wasn't any action. Finally disgusted with the government's failure to honor their contract, Chevron and its partners filed a lawsuit against the U.S. Government. The lawsuit was stalled until the next administration took office President Bush (#43) in 2001. The lawsuit was dragged out further until May 2002, when the White House, Department of Interior and the Justice Department offered to buy back leases sold over 10 years ago. The oil companies had enough and settled with the government's offer.

Commentary - This is why the Destin Dome is referred to as the Dusty Dome. If we continue to put our own resources off limits, how can we expect to be self-sufficient in full-filling future demand needs. Now you know why we need LNG imports. I think the Florida residents might regret not developing their offshore oil and gas when they get their electrical bills in the future. LNG cost to the consumers with a deepwater port will not be cheap and just recently, Florida Power and Light proposed a 16% increase in electrical rates. I expect those rates will go much higher in the near future if they are using natural gas instead of coal to generate their electricity.

Status of LNG - There are 8 existing LNG terminals in the U.S. and 7 under construction. Another 12 have been approved by the Federal Energy Regulatory Commission (FERC) and 13 or more are proposed. One project in Florida the Calypso LNG Deepwater Port is proposed by Suez Energy of Belgium. It is to be located approximately 8-10 miles offshore of Broward County northeast of Port Everglades and will provide South Florida with much needed new supply of natural gas. This port is an anchor and buoy system that will deliver natural gas to an undersea pipeline. The facility will be designed to moor specially built tankers that store and transport LNG. The LNG will be returned back into natural gas on board the ship before being transferred to an undersea pipeline.

Need for LNG - According to the Energy Information Administration (EIA), demand for natural gas in the U.S. will grow by more than 40% by 2025. They estimate that 15% of U.S. supplies could come from LNG by 2025. Coal used for electrical generation is under pressure by environmental groups and there is a high cancellation rate for new coal-fired power plants. Florida Power and Light recently announced the conversion of three Florida power plants to natural gas.

Commentary - North America is consuming more natural gas than we are producing. The U.S. could always count on Canada, but this might not be true anymore. The combination of declining production and rising domestic consumption primarily driven by need for natural gas for the oil sands industry could impact Canadian natural gas exports. With regard to U.S. demand, additional natural gas will be needed for electrical power generation as less coal is used. The development of renewable energy supplies from wind and solar will take several years to develop and is not very reliable. Utility companies need dependable back-up that natural gas offers. The natural gas supplies of the world are stranded in the sense that they have no market and the use of LNG will make it possible for those supplies to get to a market.

Capacity - The principal owners/operators of underground storage facilities are: interstate and intrastate pipeline companies, local distribution companies and independent storage service providers. There are 120 entities that currently operate the nearly 400 active underground storage facilities in the lower 48 states. Approximately 80% of the storage facilities are depleted oil and gas fields. The total storage capacity of these 400 facilities is 8,360 Bcf (billion cubic feet). As of May 2008, approximately 6,060 Bcf of natural gas is stored with only 1,836 Bcf available to the marketplace. The gas available to the marketplace is called working gas. The remaining gas stored is considered base gas or cushion gas. The U.S. consumes about 20,000 Bcf per year of natural gas.

Utilization of Storage - Underground storage ensures reliable deliverability during periods of heavy demand by supplementing pipeline capacity and providing ready sources of gas near power generation facilities. During peak demand periods, gas storage can supply over 30% of consumption needs. The natural gas industry has experienced significant changes in the utilization of these storage facilities over the past decade as a result of deregulation. Operating underground storage sites has become much more market-oriented. Seasonal factors are less important and many storage owners are attempting to synchronize their buying and selling activities more effectively with market needs while minimizing their business costs and maximizing revenues.

Commentary -  Many years ago when I was employed by Northern Natural Gas Pipeline Company, we had two storage fields, an aquifer storage field near Redfield Iowa and a depleted oil and gas reservoir near Lyons Kansas. I believe both are still operating today. The volatility of natural gas prices and the higher year-round demand are boosting underground storage sites as revenue generators. For example, Sempra Energy, the parent of Southern California Gas Co. in Los Angeles is acquiring EnergySouth Inc that owns underground natural gas storage facilities in Alabama and Mississippi for $750 million. These storage fields are salt caverns and have very high deliverability. Sempra's Chairman and CEO, Donald Felsinger says that natural gas demand in the gulf coastal region is growing faster than the national average, in part, because Florida has stopped building coal-fired power plants. He also discusses the prospect of climate change legislation combined with the intermittent nature of renewables (solar and wind) causing a significant increase in natural gas demand across the board and for electricity generation in particular. He calls natural gas the default choice for energy companies for the next decade or more.
